The bigger the explosion radius of a weapon, the less precise you need to be with it in open areas. Buildings are different. Sometimes you can have a large explosion and no penetrative power (grenades) in which case explosion needs to be in direct line of sight to enemy. However with enough explosive power buildings are not a problem (example: gbu default arma 3 bomb). With nukes you don't even need to hit same street. Anywhere within the city is good enough. More power = less precision
