Yeah, that rad should be on top as exhaust. There's only two intakes, though, and they're warm air intake. That's why I never recommend using a rad as an intake. They cheaped out on two fans.

16 GB is fine for budget gaming PCs and builds, i would recommend 32 GB for upper mid-range PCs and builds, and 48-64 GB+ on top-of-the-line PCs.
