you absolutely can, just head to a craft supply store, go to their jewelry findings section, pick up a package of gold or gold coloured jump rings, and a package of whatever type of clasp suits your fancy, small pair of pliers, and bing boom, you can be a king. If you don't want to put on the jump ring or clasp yourself, I guarantee there's at least one person working there that can throw it together in two minutes for you.

This amulet is working as intended. In the game you also cannot wear it. It slips off if you're not a Dragonborn
