Feels like it would really benefit from a first person mode where you could walk through the streets or fly one of the cars. Maybe click on an apartment window to get the view looking out.

Have you tried Cliff Empire? Has a similar mood but is an actual city/colony building game. Lets you create pretty futuristic cities on the top of mountains on a ruined planet.

This looks like a cyberpunk-dystopian version of Townscaper. I think I still prefer their cartoonish look and feel, but this is also a nice little number.

like someone looked at townscaper and Tiny Glade and said 'oh that's easy money.' If it was so easy why does the user have to fine tune the experience? game devs worth their salt would have had it dialed in the visuals. Makes me want to buy Tiny Glade out of spite.

Utter nonsense. Firstly, the point of allowing the user to dial in the visuals is to allow the user to dial in the visuals to their taste rather than having to live with the developer's taste. Secondly, giving the user the options to set up the visuals how they like takes more effort on the developer's part than NOT giving the user those options.
