It's when you win on time (there is a flag on old school chess clocks that falls when your time limit is up). Playing super fast at the expense of accuracy at the end of a game if you see your opponent is low on time is a standard technique in bullet chess. But it is also considered slightly disreputable because it's a game management technique, rather than relying on pure chess skill, hence the term "dirty flagging". Everybody does it though!
