Scar was on another level of villainy when he first arrived. Killed his brother and not only framed his nephew for his murder but even made him THINK it was his own fault and exiled him. Only to next try and have the Hyenas kill him soon after he told him to run. Then after that he ruined the Prideland by overhunting the population for years and turned it into a wasteland. If they had left that deleted scene between him and Nala in, I'm not sure if the Lion King would've been labeled as a "family movie" at the time. My point is, Scar was and is still a great villain and also was a villain for a relatable reason too though it sometimes vary. From the movie it was because he wanted to be King or he thought he would be after Mufasa steps down but instead Simba was designated heir, the live action Scar's reason was because he still loved Sarabi (Simba's mother) and saw it as his chance of finally having her (along with the throne of course) and from other sources like the Lion Guard, it was because Mufasa didn't acknowledge what Scar had done when he dealt with the traitor and not only downplayed his achievement but gave him the nickname Scar because of the new scar he has gotten at the time. I'm sure there are other sources saying different things too.

If they were just thrown into a ring randomly, sher Khan definitely would win simply because tigers are generally stronger than lions and scar even says he's on the shallow end of the gene pool for brute strength. However, if they had awhile to prepare for the fight, scar would probably figure out some plot or trap good enough to get sher Khan, so it really depends.

Amos Slade (The hunter from The Fox and the Hound) isn't a villain. Right, he is hunting one of the protagonist but he isn't doing it out of malice, he is a hunter, that is literally what he does. He even spares Tod's life when Toby steps in and decides to just let it go at the end. He is just an antagonist. PD: We know Magnifico isn't the villain in Wish and that's a fact... The villain is actually the protagonist.
