The guy in black d hide armor was above the -65 magic accuracy, so he has a chance to hit above 0%. Because of the way accuracy is calculated, there is no way to get 100% chance to hit. It just gets closer to 100% as the magic attack bonus increases. Sometimes RNG says "Nope! Not today!"

Nah your definitely right about magic being broken especially in f2p tho in f2p magic has a max hit at 99 of 16 😅 but with range maple shortbow addy arrows max 18 on rapid which is insane range sgould not have a higher hit at max lvl then magic ever ive been complaining about this bullsht ever since i first started playing like why is one stat so much more unrelieble then literally everything else 😅😢sad

Magic has been utility combat skill for most of RuneScape's lifespan. TB and Entangle are very useful in multi fights, damage spells in f2p are kinda pointless to bring =P

If Jagex made blood runes F2P, and allowed players to cast wave spells, it would put magic's max hit to 20, and that would help a little, but not enough. There would probably be some interesting pures with 75 magic casting fire wave. Just wave spells wouldn't balance f2p magic at 99 tho. It would also be nice for f2p magic to have some gear that isn't level 1. Something like salad robes, battlestaves, and splitbark. That would provide gear for f2p magic, but wouldn't fix the damage problem. However, I don't think Still Framed was talking about f2p magic, when he said that magic is broken.

@Sir_Lagg_A_Lot I'm not a moron I know he was talking about p2p I was just furthering the point because it's even worse in f2p....also there is an easy fix you allow f2p to use all wave/surge spells but no tome of water or fire so max gets to 25 which is lower them mele 2h hits 31 and range will still be 18 that's literally exactly perfect and allow f2p use entangle it would rope alot more f2p people to try p2p because most people assume p2p is like bunped up f2p so they assume magic the coolest and most useful attack method is just as sht and just quit the game like I do
