For the lifted part of the skirt you could think of the folds as a zigzag instead of the semi circles you drew below and maybe divide the curvy contour of the sides into two straight lines with an angle to make the skirt point outwards (if wind comes from a side you just exaggerate the angle of one side and trace the thigh lineart on the other side). As for the cape, I think it's already very good, congratulations (but make it a bit longer though). Nice video! Hope you continue drawing more of the essentials for a great illustration (faces, poses, clothes & hair)!
