The weird thing about clue is in the context of the game when you figure out the killer super early, they all just let the killer hang out until they find the weapon and place. Imagine being one of the investigators and they all know for a fact which one of them is guilty and not only do you not apprehend them but allow them to continue to be an active participant in the investigation.

I know this is late but the reason is because you need the evidence to lock a person up, so without the weapon and evidence the lack of an alibi wouldn't be enough to put a killer away

For the second game we miss a dice roll or two at the start, but I'm assuming Jeremy went first and then on Kat's turn she guessed Mustard with the Revolver in one of the rooms Jeremy had. So he was shown a card first turn, then there was only one option that Platy could have shown Kat. Then we pick up on Platy's turn.
