I assume it jas to do with not wanting to punish people who turn out to be actual victims BUT I'm sure there is a way to prove atleast a majority of them. I'm sure the worst ones that do it more often are sloppy enough to get caught but it also has to be something that police and the courts put time and effort into and this is another struggle surrounding this.
