I think the gap between seasons 1 and 2 can be explained because the studio of Classroom of the Elite is not that great, and they clearly were not expecting season 1 to have the kind of sucess it did. That's why when they announced season 2 they announced season 3 at the same time; most likely we won't have to wait that much for season 4 either.

Its not about strategy either as Kiyotaka said.. The facility in which he was raised was "unethical" as to say as per normal humanitarian standards.. He said already that he is not talking from confidence, but he is talking from experience.. Sort of a spoiler which I m gonna say, but Kiyotaka was trained in Chess by putting the most number of hours playing and learning them, fictionally Kiyotaka had the most number of hours on planet earth, since training was unethical at that time too.. and thats why he said Chess at that strata was about experience rather than confidence.. many other factors are still there, but it wasnt needed to be explained in that context.
