Most of the movie's weird angles are because it was originally a 3D movie, launched along with 3D TVs (the name of the movie is The Adventures of Sharkboy and Lavagirl in 3D), so every weird angle, item throwing and random things on the screen are meant to "feel like they're popping out of the screen" :)

School drills from someone who graduated in 2022: we had "stranger" drills back in 1st-6th grade for when there was any unknown adult on premises, and that was basically a school 🔫 drill to most of us. Then you have the basic fire, earthquake, and tornado drills in case of natural disasters that happen up until college. Colleges really just do their own "drill lessons" in the first week where the classes talk about (and sometimes walk to) the basic safe areas nearby and go over what to do during each emergency.
