Here i would like to clarify that Council of ministers along with PM is the real executive. That is, the executive is formed from the elected legislature among themselves. And now each such executive person is given charge of a portfolio like finance, home etc which are run by IAS/IPS/IRS.

I think if we observe the trend of IAS/IPS officers joining politics and fighting elections under some political party , it pretty much establishes that they themselves realise in due course that being an MP or say Cabinet minister will give them more independence and authority over the system than being a civil servant. Also, MPs and Cabinet Ministers have more clout and constitutional powers than an IAS officer. These Civil Servants can't win elections if they fight independently even in the most educated regions because by just being honest and caring won't help , people should have faith that they are in a position to win the elections otherwise it'd simply mean to waste the voting power. If u ignore Scandinavian countries , almost every democracy has a very feudal bureaucracy where the person in power just enjoys his privilege , that's sad but truth , we need to support the social activists whenever they raise these issues otherwise th e accountability of these Civil servants will always remain in question. Also, it will hinder the progress of our country.

100% influence nahi rahta hai but need to understand that Civil Servants desh nahi chalate, they help making policies, rules regulations, customize or change current vs required, election times etc etc ....bahut kaam hote hai. But system hi aisi hai ki 50% you have to work with the leaders. Koi bhi project karna ho sponsor you need Govt. Jo Neta us place par janta ka pyar pakar Jeet kar aya hai, he/ she knows the main pain points of those residents living there, aur yeh politician koi job nahi karta, wo wahi rahega for another few years till his death. IAS to transfer ho jayega. Isiliye koi bhi DM, SDM, DC ban kar jate hai, waha ke mausam, hawa Pani ko samjhna jaruri hai aur uske liye waha ka kaam bhi waha ke Neta se karwana padega. Example Road Development, bina Neta ke nahi banta. Kuch bhi kaam karna hai, apko Govt approval + local residents and Politicians power lagega hi. Ek bar fir se socho, agar IAS IPS ke pass already sab power hota to aaj desh developed ban gaya hota but inko chalane wala politicians and other central Govt bodies hote hai jo bahut sare kaam nahi ho pate. On ground level, bahut se kaam hai jo ho sakte and bahut kaam karne baki hai but nahi ho pate. Ha agar apko Power main ana hai to become PM Cabinet ...waha apko mil sakta hai Power....baki IAS sab Bache hote hai. Mostly jo IAS ya IPS hai unka school academics bekar hi hota hai ... suddenly 3-4 years books ratte marna and just clear one Interview, they become IAS IPS civil servants, do you really think they can Influence these Big Game Changers who are sitting at high level and that too they have put efforts and spent years and years on that position. Mostly Civil servants aajkal resignation dene lag gaye hai. Ek DM hai, usko yeh bhi nahi pata ki supreme court order is high or Civil Court...what he will implement and which order he needs to follow. Aise Bache log kya district magistrate banenge aur kya aap expect karoge. Initial for some years you are just field worker. IAS Collector banna hai to Tier 1 Cities ke bano jaha tumhara and politicians ka mast relationship rahe....Chote Mote Villages and District main yum maximum Contractor's, Corporator ya tumhare Seniors ko manage karoge.
