FBI tailed the car to Penn. They would have noticed how many people were in car at that time. Through phone records and computer records, they can locate any other suspects if there were any. Because there were no others arrested, I'm sure the police are certain it's only Kohberger. LE prefer to arrest everyone involved at the same time, so they have the advantage during interrogation.
