In Finland there is Yleiset kielitutkinnot (YKI), which has tests for many languages including English. It is the national official language test system in Finland based on the Finnish Act for language testing. For those study programs in higher education where English is used as the language of tuition IELTS is one of the accepted English language tests in Finland. At the vocational education level it's not always accepted. Some vocational institutions in Finland accept only the Duolingo English test.
