If it ain't broke, don't tow it!

When this driver came out of his home, to find his car was being towed for illegal parking, enforcers said he started trying to remove the towing wire and prevent the car from being taken.
The standard protocol for MMDA is that once the towing process has started, it's too late to release the vehicle.
If the driver had arrived BEFORE the towing has started, he could have driven away with just a ticket.
MMDA give an unofficial 5 minute courtesy. There is no official 5 minute rule.

In the philippines its hard to ask the driver to show there license in order get a ticket! The operation off the MMDA is almost 5yrs and extended to the new administration but mostly of the filipinos dont want to change the bad hobbit!!

That's the unfortunate truth, a lot of drivers don't want to comply until the vehicle is already being taken by the tow truck. Although in this case, the man simply came out too late. They were already towing it and he started trying to remove the tow wire.

Yes but in most cases, it's either they don't have one or their licenses are already expired. Other cases, they do have one but it's fake. It says greatly on how majority of the filipino drivers don't comply and it's great for LTO to be stricter in handling licenses.

They will say it again that MMDA operation is Anti Poor or anything because of paying fines towing etc. If you follow the law you will not pay the fine and other expenses thats it. And also if you dont want to be ticketed or towed and have a peace of mind just rent a garage or park your vehicle in a proper way since if you will be ticketed in every overation just calculate it. Its more than you pay on your violation. A very easy thing to do and both parties would have a win win situation.

If the driver of an illegally parked vehicle appears immediately and shows their license, they can drive away with just a ticket. But if the unofficial 5 minute courtesy has already passed (in addition to the standard honking protocol), and the towing process has already started, the protocol is to complete the tow. Even if the driver is trying to remove the tow wire or block the truck in some way.

In the US if you come back while the car is still on the hook you can pay cash for the unhook fee and drive off. Also the police would not be making a big fuss over a simple towing job. It's not a big deal. Write the ticket and move on.

Can i suggest that the vehicles that have been cited for illegal parking be subjected to a follow up (like a welfare check) after a week and if they are found illegally parked again they should be cited the maximum penalty (towed and fine) and they'll need to show proof that they arranged for a proper parking spot before the vehicle impounded will be released back to them

As per towing and impounding FAQ. “Attended illegally parked vehicle” is an illegally parked vehicle whose driver is present or would appear at any time prior to the actual clamping to the tow truck and who is willing and able to move out the illegally parked vehicle without delay. if it takes 30 minutes or 1 hour, as long as the "clamping" isn't on the vehicle and the owner is there, they cannot proceed with the towing. am i understanding this correctly? In fact MMDA are even giving an unofficial 5 minute courtesy, beyond what they're required to give. The driver just needs to arrive prior to the towing hook or towing bar being clamped onto the vehicle and show a valid driver's license 👍 As you've seen In some of my videos, the drivers are arriving AFTER the tow bar or tow hook was clamped to their vehicle, and that's why they were still towed, as per MMDA guidelines. In this video, you can see the man is standing on the towing wire which is clamped to his car. The truth is, many drivers know their vehicle is being ticketed, but they don't want to show their license or move it, so they just ignore enforcers. But when they realize it's going to be towed, that's the time they rush outside to try stop it from happening. I can't say whether that's what happened here, but it has happened many times in the past.
