They had horses waybackwhen in the americas, but they were early undomesticated horses. Horses in Europe and the middle east/north africa were roughly about 60% as tall pre domestication as modern horses are, 70% as tall 8000 years ago, 80% as tall 3000 years ago, 90% as tall 1000 years ago. Basically the 60% and 70% size horses would croak if an adult man, especially in armor, would try to sit on it. That's also the reason you see chariots in bronze age battles but not more recently. American horses near as I can tell were never bred to be bigger, nor properly domesticated on a large scale, even if they were occasionally tamed. When tamed, it seems they were used exclusively as pack animals.
