At one point, Robotnik declared he would enslave all of humanity and use them as his machines. I'm not talking about just a city of people or an entire county. He said ALL OF HUMANITY. Like, all 8 billion of them. I don't think there's a specific crime in the U.S. law regarding that specific situation, but it's CERTAINLY a crime against humanity.

You missed "Illegal border crossing" as one of the charges. Three of them from the first movie when Robotnik was pursuing Sonic through the Warp Rings into Paris, China, and Egypt. Robotnik commits "Illegal border crossing" again in the second movie when he and Knuckles show up in Siberia via Warp Ring since it's confirmed later in the movie that Knuckles has some. It's very unlikely Robotnik went through border control for the countries involved. Also missed "Unethical Human Experimentation" due to his recounting how he dealt with his bully.
