It is hilarious to me how many _individual_ crimes Stan has comitted, and how the show expressly refuses to shy away from the plethora of his crimes and how many times it's listed as a joke. The line in the show itself ''Stan, what did you do?'' ''What didn't I do?!'' sums up the entire character of Stanley extremely well.

It is a crime that does not have a law passed to criminalize the worst aspects yet. It is very situational and laws tend to be passed to either prevent an easily foreseeable crime or after something bizarre happens that you don't want repeated. There is a very good chance that after the season that Gravity Falls will have portal and Bill Cypher crimes on the books.
