I'm kind of surprised you didn't include Blu Spy's act of taking pictures of Scout's mother and Red Spy. Voyeurism of that kind is usually illegal, even then it's a severe breach of privacy.

Actually it is confirmed that the red spy did indeed kill the blu soldier and heavy as you can see their bodies in the ending scene as he walks away with intel

Given this is technically war, scout wouldn't really get a penalty in his short, since he was doing his job and even didn't kill the heavy, just KO'd him. Sniper on the other hand would be charged with one count of murder on the medic alone. It's technically a war crime to kill a combat medic during their medical duties. Meaning that as long as the medic holds the medigun, it's a crime to kill him until he pulls a weapon to defend himself. Case in point, the medic tries to kill the spy, and the spy can't even be charged of murder since the medic caused the first strike, thus it's self defense. What makes the whole thing confusing is the fact that espionage on its own is neither illegal or is condoned. It's hard to say, but at worst, he would be trialed in the place he's caught. As for Meet the spy, only crime I could see is the BLU soldier killing the BLU spy. Not only he killed a team mate, thus being 1st degree, but he also did it on a "hunch", not a proper trial and investigation. So at worse he'd be charged with treason as well, even if it was indeed the RED spy he'd kill.
