I have seen this phenomena many of times when I was living in Hawaii, But absolutely no storms the following hours or day

How am I not surprised at all. First of all, it's really climate dependent. It's mostly about the moderate regions, maybe including the polar regions sometimes. While Hawaii sits between subtropical and tropical. Secondly, it rarely predicts heavy storms, usually just normal weather fronts with relatively light rain. And even then only in a part of the cases that you see it.
