Interesting "basic" review of 27 year old technology. What next? A review of a genuine General-Electric Washing machine with manual wringers? Ok, kidding aside, you may wish to review the difference between "instant Start", "Delayed or Rapid start", and "Manual Start" methods of getting a CFL or Linear FL to start. Recently had a look at Philips Mini-Twister that died from 1990, and it had a similar construction. If you look at the filament end of the tubes , you will find that the filaments go to to two wires per end, which by definition makes them *rapid start* where 3-6 volts get applied to the filament, before the main strike voltage gets applied to the tube. If they have only one pin for each end, then power of 600 volts (for 4 foot tubes) gets initially applied, then they are called "instant start". YMMV.
