no its not - there are serious and dangerous criminal rings behind this - I worked for a bar that was overtaken by a mafia to run an illegal gambling den and gave the owner a cut - it was illegal of course, as it turned out, after investigation, the guy who ran the illegal gambling was a brother of the Police Sergent - who shut down other dens except his to get rid of their competition... its crooked to the core, and they had loan sharks and killed people, so no, its NOT a waste of money to get such filth out of society.
