If you park in a disabled parking area without that person being with you, you run the risk of a 2000 Euro fine plus the permit is taken and the person who owns the permit is not allowed to apply again for 12 months and even then may not get it. The fines depend on the state. In some states the fine is low like how you commented but the additional assessments can easily drive it up to a couple of hundred dollars. So what was a $50 fine can become a fine that grows to nearly $300 if it is a repeated ticket.
