Its not about education or being literate in general..its regarding understanding the responsibilities of the post, making herself aware of how the orders are processed, or by keeping other people who understand the orders etc. so that she can comply accordingly. Here it is plain that she is kept as the face of the post but someone else is running it.

If the law provides no qualification for the post of Gram Pradhan or for the post of PM and MPs how can this judge hold that the lady has no eligibility for her post. In fact the Judge should not have asked her as to which political party she belonged to as it was totally irrelevant for the contempt petition.
