Yes you will need a new visa .. only after entering in US with the university which is stamped on your visa you can get the entry.. you can change the university after getting in US

Yes, check the consulate that you try to appear whether they support Spanish. Usually they have dedicated counters for Spanish with translators.

Background checks are performed on everyone regardless. If you apply for an esta your record is already ran when esta is issued but it’s checked every time you seek entry

you cannot enter Switzerland from USA since these are not neighbouring countries.. you can enter Mexico or Canada from US.. Switzerland you can enter from Air.
