It's standard practice for a lot of companies now, especially Paradox. Send copies to streamers a week or two before release to generate hype, then have formal, proper reviews shortly before the game comes out. Worked wonders for Cities: Skylines, if the publisher is confident in its product getting good reviews, this method is probably the best way to capitalize on that. Review embargoes are only a bad thing if the embargo date is on or after the game's release date. A review embargo date a day after release is essentially proof that the publisher does not think its game will review well, and it needs to get as many day 1, uninformed sales as possible. But an embargo date a week before release, or even just 2 or 3 days before release, still informs people about critical response to the game, and fulfills the goal of the embargo, which is to allow reviewers to properly go through the game without having to rush their review to get it out before everyone else.

I'm in Ontario Canada enjoying (well, waiting to enjoy) tea brought to me by my daughter from her trip to England. It's Harrods London Earl Grey. The tea bags are individually packaged and sealed - with instructions printed on the back. "For the perfect cup of tea, use one tea bag per cup, pour over freshly boiled water and leave to brew for three to five minutes, then stir. Add milk, sugar or honey to taste."
