Wouldn't FOB pass the responsibility to the buyer once it passes the rail? If so, then why would the exporter care if the goods are lots in transit?

Why is the buyer controlling the Exporter on FOB terms? When we take cargo to port on FOB we always use a well known freight forwarder for trucking clearance etc. If the buyer wants to pick his freight forwarder he can buy on Ex. Works terms and we can offer to pay for trucking with a discount based on the ongoing trucking rate to port.

In C terms the risk is passed at the port of loading... even im C terms if freight forwarder is nominated by buyer the seller is at risk... i think in cases where the buyer is nominating the forwarder it is safe only if the inctoterm is Exw or FCA. where the seller risk is passed at the time of handing over goods to forwarder.

Usually you can check with the Ministry of commerce of the relevant country about how long the FF has been in business and the registered address. Any FF that had been in business for just a year or 2 is risky, you can check if their address shows up on google maps to see if there are any photos of the business. But a decent way is to ring them up and ask for a client reference, most scammers will make up a company that doesn't exist and give you their friends phone number, this way you can go back to check in the previous way if they are a legit business too. Also they might belong to some ff association that you can contact for more information. Any FF in an association and 10+ years of business is usually safe.
