The United Nations General Assembly has now adopted a resolution that will require an explanation for exercising veto powers. Under the new mandate, every time a veto has been cast in the security council the assembly will be convened automatically within 10 working days.

US tried to include India instead of China, but Nehru, in his infinite wisdom, rejected it, stating "Not at the cost of China". He was indeed a man of "Principles". At the start of Cold War, USSR used to cast Vetoes frequently, because US, UK and France are one bloc. When non-permanent members from former colonies of Western powers were introduced to UNSC, US started casting Vetoes to control the former colonies. After the end of Cold War during 1990s was a period when Veto power was used very infrequently because US became an uncontested Global Hegemon, this is the period of Unipolar world. But things changed again in early 21st century when Russia and China began challenging US' hegemony and started using their Veto powers. Now the world circled back to the Multipolar system, which used to be the case before the start of WWI, this is one of the reasons why some scholars think it is time for WWIII. There is a growing demand for expansion of the UNSC permanent membership, and with it the Veto power, to 4 more countries (G4), Germany, Japan, India and Brazil.

Permanent membership in the Security Council was granted to five states based on their importance in the aftermath of World War II. Earth witnessed enormous changes into the 21st.century but the nature of mankind remained static even after acquiring more and more knowledge. P5 veto privilege has worked both ways to the advantage and also disadvantage of concerned countries. In the light of the Russia/Ukraine conflict, US/UK/France failed to censure Russia leading to frustrations from the Western Alliance. From the number of cosponsors of the resolution, to reach a consensous will be a task or until small states are coerced to support resolutions laid out. Nations have also initiated actions against others countries without consultation in spite of the UN body's presence. A reason to veto or not gives both sides of the argument, nuts to grind and both are eligible for acceptance depending on the status of member states of the period. Given that the whole assembly is given the rights, coerced influence will decide the outcome. As it is, the P5 is already biased and complicit when own interest are put on the line, so what can be expected when more are added to the P5 and new members have their own agenda. When within a toothless organization, countries justify their actions/inactions when confronted with individual issues of needs and requirements, expansion of P5 add more complications and resentment when other countries also feel qualified to serve. Coupled with influence peddling, decisions may not be the correct recipe for any particular situation. Until this body can bite and enforce, it's more of a social club.

I am of the considered opinion that the 'veto' power of the permanent five died a natural death in terms of Conclusions on jus cogens reached by the International Law Comission. The UN Charter has grown to become part of international jus cogens when a large majority of nations adopted it by joining the UN as members.

Instead of getting rid of the veto power what if they give more power to the general assembly? For example, if a country votes in the security councils the vetoed resolution is sent to the general assembly so all countries can vote on it and have the last word. The general assembly needs more power and it's stupid on the security council has so much influence.

@@gruust1 I think countries like India Brazil SA and many more in-fact are trying it's level best to make a case at UN for multipolarity. If and only if those p5 realises at some point that what they are doing will eventually destroy the world at some point (it has already started long time back, because of them using VETO to execute personal agendas), I don't see any change happening.
