This project has been halted by the courts in India. The .01% that they constructed, flooded during high-tide. Mumbai is made up of 7 islands, joined by landfill during the british era. Mumbai floods every year during monsoons because of this very reason. This road will have to be raised a few feet above the ground. This would've been boon to Mumbai if planned properly. We do have other flyovers that have eased traffic a little bit, but more and more cars come on mumbai roads every year, and something like this will be needed soon.
