A common simplifcation is to assume Stalin was in power since 1924, after the death of Lenin. He actually only consolidated his position fully 10 years later at the 17th Congress of the Soviet Communist Party (aka the Congress of Victors) in 1934. So the number should be 19 years.

Accordingly, Vladimir Putin has been the President of the Russian Federation from 2000 to 2008 (8 years) and from 2012 to the present day (12 years). A total of 20 years.
