Im pretty sure sge was given amnesty for her efforts in the fight vs superman in a probationary basis. Also this part is just speculation in my own part, but i thik bruce has a soft spot for her as he sees her condition as his fault. So he kinda gives her the jason treatment in overlooking her crimes if there acting as a non lethal hero. Especially since by injustice 2 she's basically a member of the batfam with her own batsymbol on her uniform

Considering there are New Gods-know how many ground-to-orbit communications all over the world every single day, the technology for this would be easy for the Joker to acquire. It only needed to be one-way, so a small transmitter in Lois could be monitored by a fairly compact base station in the city I'd guess. That's not taking into account the superior comms tech that must exist in a world that has power suits, pills that can turn you (and your clothes apparently) into a walking affront to the laws of physics, teleporters... and Mr J stole a nuke. If he can gets his hands on something that well-guarded, a bit of hi-tech walkie-talkie action would be well within his grasp. As for Supes not noticing the nuke: lead. Lead-lined bases kept the Insurgence off Superman's radar for over five years. Plus, as noted, he was off his tits on K-flavoured fear toxin. He probably couldn't have even put his pants on the right way round at that point.
