Honestly, Makarov in my opinion is the third best character in any call of duty game. (Just Behind Price and Woods) He is so perfectly written, and the devs did such a good job of making you hate him. The No Russian mission is honestly such a good mission by design. You're forced to watch at least watch the attrocities, just to find out that it was all for not, and you realize just how evil he is. My theory about the gas attack in London is because Makarov bought the chemical gas from general Barkov in Urzikstan. And then reproduce the similar chemical gas with his Frigata shipping company which is a front for his wmds and the chemical gas barrels. It makes sense that Barkov and his oligarch cronies were able to have mansions and the fact that Urzikstan isn’t the only place where they stolen the riches from those people.
