That is weird. Or more shady than weird. The ball jumped off the spot while taking a standard penalty. That's how you kick a ball, you plant your standing foot and use the other to strike the ball. The ball shouldn't jump up off the spot.

in the US there’s a similar thing in basketball culture with dead spots. a lot of really competitive high schools will have dead spots in the floor where the ball doesn’t bounce back up when you dribble. a even more devious one is putting a dot or nail (that’s usually put at the free throw line for players to line up w the point of their toe and the line so they’re lined up perfectly) 2 inches off so opponents shoot wide. you’d think it would be meaningless, but when one team knows and the other doesn’t those things can add up

Well, I hate Inter. Also the movement of the pitch can be explained by rain water under the gras. Often the gras is laid out like carpet and not realy connected to the ground. In the penalty boxes they may have fixed damaged turf by putting in new one. If someone steps on this patch of gras the water under it makes it wave like a water bed.

It would be even easier if you prepare both spots, but make one end bad for right footed takers and the other for left footed takers. The opposition wouldn't know which is which, but you can choose your takers based on footedness for easier penalties.

Unfortunately the captain doesn’t choose the end kicks are taken at - LOTG gets the ref to decide - the referee will give one end as ‘heads’ and the other as ‘tails’ unless there is a specific problem with one end.

Home field advantage is a real thing but... It's like knowing how the puck will bounce off the end boards in hockey...a real thing but mostly because players know their home pitch down to individual blades of grass. A good opposition team should have piles of scouting reports to prepare their team for conditions at these away stadiums for players and trainers to do their homework. At this level, doing your homework is the difference between winning and losing.

I think there's a difference between Simeone instructing the grounds crew to disturb the penalty spot, and Simeone knowing that work was being done (for some necessary reason) and planning for it.
