This is the context for when Brian and Stewie high fives for 9/11. Brian remembered he buried a tennis ball in the yard at around the time of Episode 1 Season 1 but he forgot where he buried it. So he asked Stewie if he could take him to that time to see where his past self buried said ball. But, unknown to Stewie, Brian also told his past self about 9/11. And past Brian prevented from happening. But because of that, it made George Bush separate the Southern States from the North and cause a 2nd Civil War. And that Civil War eventually lead to WW3. So Brian and Stewie went back in time to correct Brian's mistake. A few gags, bits and cutaways later, they caused 9/11 to save the world. Which is why they high fived to 9/11.

10:22 Episode name "Back to the pilot". Here, Stewie went back to the past with Brian, again, to prevent Brian, from previous trip to the pilot, to tell Old Brian (from the pilot) about 9/11. Because of what that Present Brian made, 9/11 didn't happen but lead to a Civil War declared by GW Bush as he didn't have means to push on people's fear facing US President elections. So, in that alternate present, they are 3D modeled but living in some kind of nuclear warzone, Quagmire is a mutant frog and Joe is a police-cyborg.

The context to that 9/11 thing is that it's a time-travel episode. Brian warned his past self about the attacks, so they never happened. Without those attacks, apparently Bush couldn't scare people into giving him a second term, so he restarted the civil war which, now with modern-day tech including nuclear bombs and the internet, kills millions. I'll bet this is what McFarlane convinced himself of, which is why he makes so many jokes when he came this close to being on one of those planes.
