What's the difference between a Cat.3 and Cat.4 academy?

May be wrong, but category 4 register players at u17's level and compete at a lower level(unless promoted) Category 1-3, register younger players age of 9etc

I think they have to. They made Sutton tear theirs out before playing in League 2. Now they’re going back down!
