Here is my approach to this problem. Here I refer to the steel rod as a spring. I'm assuming that the spring and flange are massless. Set a "fixed" horizontal datum or reference line near the bottom of the "unstretched" spring at the flange such that the spring has a potential energy of zero and also use the same datum as the height where the gravitational potential energy of the mass (M) is assigned to be zero. Therefore the datum is where both the mass has zero gravitational potential energy and the spring has zero stored potential energy when the flange and the mass(M) are aligned with the datum. Assign a displacement from the datum called "x" such that when "x" is positive the flange rises above the datum and the spring is compressed. Something to note is that the gravitational potential energy can be either positive when x>0, zero when x=0, or negative when x
