Any Israeli plane flying to the Caspian Sea will either fly over the Mediterranean Sea, or use the land route of Jordan, Iraq and either over the Gulf, or entering Iranian airspace via northern Iraq. In any case, they would be spotted by Russian and Iranian radar systems, and Russian surveillance satellites. Russia is very much on the side of Iran Azerbaijan would not do any anti Iran act which would displease the Russians. I think the American bases in Iraq have been instrumental in enabling the Israeli aircrafts to do what they did.
