Mic explains here the function of a Steering Damper, and the term "death wobble".
A steering damper is essentially a horizontal shock absorber - typically of the foam cell or mono-tube variety. The primary function of a steering damper is to dampen the speed at which the wheels are jerked left and right while off-roading. This severe left-right movement, in turn, jerks the steering wheel left and right which can result in broken thumbs. As a point of safety, one should always have your thumbs on the outside of your steering wheel to prevent this when off-roading. A steering damper in good working condition will dampen this excessive left-right movement.
