The Bears announced how they plan to fund a potential new stadium project in Chicago, and how much they believe it will cost.
Bears COO and executive vice president of stadium development Karen Murphy said in a presentation on Wednesday that the team expects the entire stadium project to cost $4.7 billion: $3.2 for the stadium itself and just over $300 million for the infrastructure required to open it, then $1.2 billion for two other phases of development.

Last month, the team confirmed it would contribute $2 billion dollars to fund the majority of the project. On Wednesday, a slide in the presentation clarified that number would be closer to $2.025 billion dollars. After that, the team would look to an NFL stadium program for a $300 million loan. That leaves a $900 million gap for the stadium financing itself. The Bears plan has them looking to a bond mechanism in the Illinois Sports Facilities Authority program to make up the difference.
The Bears said a 2% hotel tax that is already in place for the ISFA should be able to make up the $900 million they need from public funds.
There wasn’t a clear answer as to where the team would get the $300 million for the infrastructure, however. Murphy said the team is still working with the state and looking into different funding sources.
If the team gets the public funding needed to open the stadium, they said there will be two more phases of development requiring public money: one to maximize infrastructure for the stadium and surrounding campus totaling $510 million, and another phase for “optional infrastructure to enhance the campus, improve circulation, and maximize public economic benefits,” totaling $665 million. Add up all three phases plus the IFSA funding, and it's nearly $2.4 billion in public money.

The city owns soldier field. The city profits from parking, the lease agreement, and revenue from additional events at the stadium. Only 5 of the 32 teams in the NFL own their own stadium. If the city wants to keep the bears as a tenant then there should be some investment to make improvements to the infrastructure around the stadium.

Most stadiums that are partially paid for by the public are 100% owned by the city and/or state. The city gets 100% of the revenue for all non-team events.

If the stadium proposal is economically viable, let the owners sell bonds to raise funding. If they can’t sell bonds to fill the gap, it’s a no go. Both the Bears and Sox current stadiums aren’t even paid for. The Sox can move to Nashville for all I care.

If the state will not help with infrastructure funding and other assistance in Chicago, how will moving to Arlington Heights be any different? If the Bears do not have a path with a different stadium by 2028 or close after it, Kevin Warren told you, they will go elsewhere. The NFL would love to keep their charter franchise in Chicago. But if they do not have a viable franchise. When the NFL expands, I would not be surprised to see the Bears move. Do we want to be like St. Louis, and loose our team? Because that is a Very Real Option.

As an Illinois resident and taxpayer, it infuriates me that both of the White Sox and the Bears are coming back to the state with their hands out after getting a new stadium (White Sox) and a renovation (Bears). All of their problems are due to poor planning and execution. New Comiskey became dated the second Camden Yards opened, and I'm not sure what the Bears were thinking with that ridiculous renovation? Now they want more money? If the Bears can actually put together $2 billion in private money, then use that money to build a stadium on the land that they own in Arlington Heights. If not, too bad! Maybe the economic oasis that is Northwest Indiana is a better option. Or, they can leave the third biggest market in the country, which would immediately lower the value of the franchise. Either way, they deserve absolutely no public money, especially since the taxpayers are still on the hook for the Soldier Field renovation. I'm thankful that the Governor and the Illinois GA appear to be against this.

The tax they are talking about is one that is being used to pay off existing bonds on the current Soldier Field. It still has between $400 and $600 million in debt from the last time it was rebuilt.

There is 2 parts of the total cost of this stadium. One of them is somewhat hidden. The actual stadium itself will cost about 3.2 billion dollars. Including what you mention on the existing bonds. The more hidden numbers is the 1.5 billion dollars for infrastructure (roads, utilities, etc). The taxpayers would be on the hook for the 1.5 billion dollar portion of the total cost.

There’s an argument starting here in the UK right now about the renovation or a new stadium for Man United. The owners are worth billions, and seem to want £1bn in support of a stadium. If there is public support, then we need to have the stadium open in the summer months then the stadiums need to used for concerts and all profits from that be taken for the public. And access to suites not be denied, suite profits are public profit for non football events.

And whats the alternative? A Soldier Field left with money on it that will fall into a shoddy state without Bears games as a lynchpin. And they’ll take with them a large proportion of the concerts and other misc events SF gets. And the city misses out on game day and other associated revenue. Add to that the cost of Chicago deciding that it doesn’t feel like hosting major events. The 2026 World Cup is already a disaster for Chicago, this is going to become clearer as that tournament draws nearer. Chicago is going to miss out on the best billboard they can get. Are they going to miss out on Final 4s, Super Bowls, the 2031 Rugby World Cup, future concerts etc?! $2bn over 30 years is cheap, and 20 years isn’t so bad either given what Chicago gets out of this.

Yes! The Metrodome was actually profitable for the state of Minnesota. It was set up as a public asset in which the Twins, Vikings, and University of Minnesota paid rent. The stadium authority paid for operations and maintenance, but kept concessions, concerts, monster trucks, etc. This doesn't happen for MLB/NFL stadiums anymore, but it does for city arenas like Kansas City.

What do fans really need from a Football stadium? This proposal looks so over-engineered. These multi-billion dollar stadiums look amazing but they aren’t being built with sustainability in mind. In 20 years, the Bears are going to be asking for money to upgrade it and upkeep just like all the modern baseball stadiums that are currently in trouble(The D-Backs for example) because they built something they couldn’t afford to maintain. I bet you could build a comfortable decent looking football stadium that will be around 100 years from now for 1/10th the price but these teams are in a weapons race to have the glitziest building possible even if it sinks the tax payers and the franchise in the long run.

In theory, I agree that the billionaires who own sports teams should privately finance their facilities, however, I could see this project attracting plenty of revenue to the entire city for years to come. For example, I have been an avid Bears fan since the 80s even though I live in a completely different part of the country. My wife is too, which is something we bonded over when we first met. Two years ago we took the opportunity to spend our anniversary in Chicago since there was a concert we were dying to see at Soldier Field. This tour was not making a stop in our hometown so this was an easy decision. We plunked down several hundred dollars for the tickets, then airfare to Chicago, and stayed for nearly a week in a hotel downtown. We took in a Cubs game (we also managed to both be avid Cubs fans too), ate at nice restaurants, went to Shedd Aquarium, the science and technology museum, the field museum, etc etc. We look forward to going back sometime soon to catch a Bears game and continue to see other sites around the city that we didn’t get a chance to see. We spent quite a bit of money, all because of an event that was being held at the football stadium brought us there.

If I'm the City of Chicago and the State of Illinois, I call the Bears' bluff on this. Part of the mystique of the Bears is the fact that they're from Chicago. The reality of the situation is that they're a business that produces an event that takes place in Chicago 8-9 times per year (possibly 2-3 more times if they get home playoff dates). They're asking the City/State to put up over $1,000,000,000 for what is largely going to be a rarely-used, single purpose stadium. If the City/State say no, the Bears aren't going anywhere.

So here’s the sitch with Illinois, we’re just now getting our finances in order with Gov. Pritzker and Co. getting our credit rating from BBB- to now A- getting increased approval over 9x just in the governor’s 6 years in office. Enter both the Bears (who still owe the state for its 2000’s renovations to Soldier Field that altered it so much it was removed from preservation sites) and White Sox (who threatened to leave Chicago in the 80’s to potentially move to what’s now Tropicana Field for state funding for a new stadium, the possible first team to do so) hedging their bets on getting them during this stadium boom and there was bound to be friction. Meanwhile, fan attendance to games are dwindling due to both teams doing poorly and being cost prohibitive (millennials and Gen Z can’t afford to go to games let alone vote to increase taxes to build these billion dollar behemoths). Maybe if ownership put winners on the field instead and putting money into buying and renovating their own stadiums (both Bears and Sox sites aren’t owned by their owners instead owned by the Chicago Park District and Illinois Sports Facilities Authority respectively) maybe fans in town would be ever so slightly more forgiving. Personally, I think these teams should just create a trust where local supporters, the fans have stake in their teams personally. It’d prevent the likes of your McCaskeys and Reinsdorfs from idiocy like this. But the likes of the 5 majors will never allow it.

This is a much different situation from that of the Coyotes. The large commercial development around the sports venue (a la SoFi Stadium in Los Angeles and the proposed Coyotes arena) helps subsidize the marginal economics of a stand-alone stadium.

The situation in Kansas City was due to a really bad proposal on both sides (but mostly the Chiefs), and I don’t think indicates whether people are willing to fund the teams. If they figure out a more inspiring proposal, they may have some chance of getting some public money. Obviously in Nevada there’s no way the voters would ever approve public money, so it’s up to the legislature.

Apart from keeping I-57 to Chicago and I-24 to St.Louis open, Illinois spends no money down here. Don't worry, though, Springfield still collects our taxes. I think the Sox are going to Utah because they approved 900 million for an MLB stadium if granted a team by MLB, so the stadium has the secured funds guaranteed. That means reps from Utah can dangle that to Reinsdorf, if they haven't already. Keep in mind that Utah already snagged the NHL's Arizona Coyotes, so Salt Lake City is deadly serious about being a bigger sports market. Push comes to shove Chicago and Illinois will most likely give the Bears something because the selling point is the bigger picture of hosting the Big Ten Championship Game, An NCAA National Championship Game in Football, Men's and Women's Basketball, The Super Bowl, WWE's Wrestlemania....all of this and more is a greater allure. The Sox can't compete with that, so yeah, I do agree with you but I'm going to predict that the Bears will likely get this deal done and Illinois will help the White Sox pack their shit and kick them out the door. So I do have a question for you, and I want you to give this some thought. Would the MLB bring an AL team back to Chicago IF the Sox leave? Keep in mind that the AL has lived in Chicago for over 100 years through the White Sox....let me know your thoughts.

What gets in the way of the Sox moving to either Nashville or Utah is that there are ownership groups out there interested in expansion rather than relocation. Nashville in particular has had a group for years that includes a lot of names known within MLB circles. But the league has been adamant about fixing stadium situations in both Oakland and Tampa before considering expansion.

The issue is that they need the roof to host events beyond Bears games - namely, Final Four, Wrestlemania, possible concert residencies and more. These would attract more events year round and help bring in revenue. But it does raise the question of a retractable roof, which would be a better fit on the lakefront.

Can you do a video on the boondoggle stadium projects that cities continue to pay after team relocates. Two come to mind. Mt. Davis and Houston Astrodome expansion for the Oilers. How long after teams left are cities paying bonds for these projects.

I’m a bit confused. Wasn’t the whole reason for the Bears buying the Arlington Heights site was for them to own all the revenue generated from their new stadium and not have to share their revenue with the city of Chicago.

Yes that was the idea early on. But they got into a dispute with the county treasurer on the property valuation and the new president realized just how expensive bankrolling a stadium privately would be. The Bears’ owners, the McCaskeys, have no other significant source of revenue other than the team, unlike most other NFL owners who have other business. So having public money help build a stadium is probably their only option.

The stadium has to be covered in order to be able to host the Super Bowl which is a huge way to make money. Every new stadium gets the Super Bowl with in a couple years.

Dome Stadium is somewhat nice. However it takes away of seeing the chicago skyline. & The Beautiful Lakefront. The Dome should be retractable. PERIOD, As far as the cost is concern. Illinois and specifically Chicago taxes are already insane for what the taxpayer gets in return (crazy crime rates, potholes, expensive cost of living, etc). Best of luck convincing the taxpayer to front even MORE.

I've changed my thinking a bit on this one because I feel Illinois and Chicago specifically will make a choice here. They will not be able to help the Bears and the White Sox. It's too much unless the Sox find a creative way to privately fund their new stadium. Which means Illinois will let the Sox leave...and I'm thinking Utah because Utah has secured the financing of 900 million for a MLB stadium...they just need a team to put there so they can start building it. Such a thing can be dangled to Reinsdorf and the MLB owners as a solution. They've already acquired the Coyotes the same way. Lightning CAN strike twice. That leaves the Bears. The allure of that Stadium is sentimental, it keeps them in the city which will shut up all of the fans whining about location, and it has a deeper investment appeal. Unlike a new park for the Sox, a Bears stadium can host at least 3 NCAA National Championship Games in two major sports. It can host the Big Ten Championship Game for football, it will secure at least one Super Bowl bid, and likely more than one...why? It's Chicago.....lots to see, and do, and eat. That's why. WWE will want to put a Wrestlemania in Chicago as well. You can count on that happening. A new Sox Park can't sell any of those things. The Bears are going to get their way because it may come down to a choice. Not everyone likes the Sox but just about everyone loves their NFL football and they love their Chicago Bears. That's my updated take on this. But here's a side subject....let's pretend I'm right about this. Bears stay in Chicago, Sox leave. Does....Does the MLB restore an AL franchise in Chicago if they lose the White Sox? Or...will it be just the NL Chicago Cubs as the only MLB team in the City of Big Shoulders?

The Chicago Cubs in addition to a local Chicago fan base also have a Regional & National fan base. The White Sox have a much smaller fan base than the Cubs. If the White Sox relocate from Chicago will just be left with the Cubs. Chicago will not get another AL team again. When the Chicago Cardinals NFL team relocated from Chicago to St Louis then Arizona Chicago never received a second NFL. The same thing will happen if the White Sox relocate. As a Cubs fan I feel like the White Sox would not be missed if the team relocates die to have a much smaller fan base.

My Bills got public money, and I'm happy they are staying put however cities have to start saying no. And if cities do contribute no more than 30% max. The more we allow the leagues to get all this money for stadiums, tv packages and merchandise the more likely the asks will never end. I believe the Bear's need a new stadium but minimal public money.

Not a single dollar should come from the public. There are more important things to take care of in Chicago than losing teams. Funding should go to Chicago Police and Public Schools, not profession sport teams.

The Fire are looking for a soccer-specific stadium of their own, most likely, within city limits. They do not really factor into this as secondary tenants at Soldier Field. They will continue to play there as long as the lease allows until another option is available. FWIW the renderings did suggest the capability to host soccer games in the new stadium, but I think they were targeting international games and friendlies more than 17 regular season Fire games that conflict with potential events.

They want a domed stadium for the Super Bowl. The NFL requires climate-controlled domed Stadium if the historical average daily temperature over a 10-year period in the Host Community on the week of the Game is below 50 degrees.

McCaskey's just need to build what they already had planned to out in Arlington Heights, where they've already spent almost $200million on the land, and just suck it up and deal with the property tax rates that AH wants to charge, that the Bears aren't happy with, knowing that when it's all said and done, they are going to make so much money off that stadium and all the amenities surrounding it, and with all the different events they'll be able to host, and knowing that it means they'll be owning their own stadium and no longer have to deal with the corrupt politics of Chicago, and knowing that any potential new owner that they might try to sell to in the future, will be much more likely to buy with them knowing they are buying it directly from the McCaskey's, knowing they also don't have to deal with the city. If I am the McCaskey's, there is no way I am puttiing in $2billion into the lakefront project if I am not getting at least a 3rd ownership of it all. I think this whole thing is just a bit of poker to get AH to come down on their property tax demands and to maybe get them to put in more on the infrastructure around the stadium. Bears are bluffing. Not sure if AH is going to bite on that, but they should. They should want this project to happen. I live in the suburbs, closer to AH than downtown Chicago, and I firmly believe more of the people who go to games, live in the burbs rather than in the city. AH has always just made more sense. The lakefront proposal doesn't have any parking in it or tailgating or sports book or any of the amenities fans want and what the AH proposal includes, because their is much more land with the AH project to have those things than with the city project. The city wants the McCaskey's to fork over a lionshare of the money for it but then they want it to be a 100% public owned stadoum and park with none of the amenities Bears fans want. The city sees the project as a public park. Screw that noise! There are enough free public parks and spaces and activities in Chicago. Bears fans paying hundreds of dollars to go to a game don't need to be subject to a bunch of transients walking the park outside the stadium. I mean, Lori Lightfoot and the city of Chicago were begging the Bears not to leave Chicago, so much so that they quickly came up with a proposal and new stadium renderings and basically saying the McCaskey's wouldn't have to pay for anything under her proposal, because they knew the Bears leaving would be devastating to Chicago financially and in other ways as well, and now they act like the McCaskey's are coming at them hat in hand or something and making the Bears pony up 2billion and they still won't own the stadium? If you the city desperately wants to keep the Bears the Bears in Chicago, then you should have to pony up all the costs, not the McCaskey's.

They’re talking about it costing over 7 billion dollars with cost overruns. It’s not going to happen. They also had this press conference the day before the draft because they knew the draft would overshadow the sticker shock. The Bears knew the public would be pissed. From the start to its finish, the Bears screwed the pooch during that press conference.
