With your permission, I will explain some points. The availability of an additional health insurance policy (VMI) in Russia is mandatory for international students. The penalty for the absence of a policy is up to 7000 rubles (depends on the region of Russia), for the absence of a policy, the university may expel a student. University websites usually indicate the amount of the insurance policy and the minimum medical services that should be included in the insurance program. Usually, the list of medical services includes: preventive examination, tests for HIV, hepatitis, treatment in emergency cases. But the university may require additional medical services, the information is listed on the website. Emergency medical care in Russia is free even in the absence of a policy, emergency care will be provided until the state of health stabilizes, but treatment will be paid or under a policy.

If this is not the first administrative violation, then the violator faces deportation without the right to enter Russia for 5 years.

Actually the med thing is concerning, I was sick and I was asked to pay for med and test. I guess only consultation is free for the fee paid for insurance

According to the policy, the student will be able to receive free medical treatment throughout Russia.
