I think Illustrator would be better for t-shirt designs, due to it already being vector files. Either or works, it's up to preference really.

When using ordering your heat transfers.....how do you resize the graphics for S/ M/ L/ XL..... do you have one size for Sm and Med .....and then another one for L/ XL.......or do u gang sheet them when you send in the artwork. I ask because when I order transfers, I find myself consuming say all the Large.....btu having a ton of small graphics left over....any advice on sizing prior to printing the transfers

Same size. Look into screenprinting and see how they resize per sizes and that’ll help you out. Typically you can do one size for toddlers, then a different size for youth, different for adult s-2XL, etc.
