Visa free does not mean free entry. And there are guidelines to follow you need to apply to gain entry into Kenya using Electronic Travel Authorization which has some charges of around ksh 4,000. Just familiarize yourself with the processes. There is a reason for that. Security has to be considered. You cannot just allow any strangers into your country as a responsible government. You have to vet those people coming in to keep away bad people like terrorists , drug dealers etc
