I have a question in reference to favorable findings. Say I have a claim for PTSD and my claim is denied bu they list that the C&P examiner stated that I have a diagnosis for PTSD and it was more likely than not caused in service. I have filed a HLR based on the fact the rater did not list in the evidence section an automobile accident that occurred in service and Allstate Insurance company provided an affidavit as to it's validity. My question is the favorable finding (the diagnosis) is binding on the DRO as he conducts the HLR? Thank you.

I have a letter from a doctor stating my hips condition are from parachute jumps in the 82nd Airborne Div. That letter was from year 2006. I filed an appeal in 2014. Still appealing that decision. After waiting 6 yrs and another bad c&p exam where doctor did not do a range of motion, did not have a protractor and etc. Now I got to wait even longer, perhaps more years due to that doctor who didn't even try. Now, I can't work due to my condition with my back.

I had much better results with the last administration than I ever did before. Now it seems it's back to the same slow ,red tape bureaucracy..
