Disclaimer: Batman doesn't kill the Joker in the end. Alan Moore, the writer of "The killing joke" novel, has specifically said it. Stop doing misinformation. Anyway.... In the novel it's even more touching, because Joker looks very depressed, he doesn't even look at Batman while he's talking to him, and it's raining. Also, Joker responds with the jokes about the two crazy guys to explain to Batman that he's afraid to be left behind again, his voice trembles and he starts to laugh and cry at the same. The image is so cool because his tears are mixed with the rain. And he even apologizes to Batman for the cry, covering his eyes with his hand. After that, they start to laugh together and Batman even puts his hands on Joker's arms, like they're two close friends or something. The story ends that way. It's the better novel on Batman and Joker ever written imo. My favorite.

The comic ends with the two guys laughing together while the police arrive to arrest the Joker, and the last image is a close up on the reflex of a light on the wet ground that separates Joker and Batman, the same image in the opening of the novel, and that is a reference to Joker's final joke about the two crazy guys. Also Alan Moore himself (the writer of the novel) has said that he never intended to suggest an aggression in the ending. I don't know why some people say it. They're probably just ignorant or they want to see violence where there isn't.

He’s also fine in Injustice- though Superman isn’t. Joker has “killed” him and does indeed become normal in “Going Sane” but in the alternate Death in the Family endings, he stays crazy and finds a new foil in Jason Todd. Meanwhile, there’s Batman who laughs as the case where Batman does lose it.

He’s broken. He doesn’t know any other way to try and deal with his trauma. He’s not crazy necessarily but is just absolutely done with life and became a killer and a criminal because it was the only way he knew how to cope with his trauma. It’s the only thing he knew how to do at that point after losing everything. It was like breathing. Like living. He knew he couldn’t turn back because he already lost so much and knew he couldn’t get it back. Crime was the only thing that made joker feel alive. And after he met Batman many times after the Ace Chemicals plant, he realized he couldn’t have turned into the joker without Batman’s actions. So he became obsessed with him. Because in the end, Batman was the one true person who understood joker’s pain of having a bad day that changed his life forever. And he tried to help him till the very end.

There's a big difference between a monster, and a broken man. A broken man is not a villain, a broken man is a victim of his trauma, and his trauma can go beyond the ability to save him. I saw this in my own step father. Everyone saw him as a monster, but I saw him as broken man who was left behind in the darkness for far too long, and if he'd been helped before the trauma piled upon him, he'd have been able to turn things around, but some dark corners will never see light.

To be honest, this is the only true opportunity because Batman never talked to him like that. And he never talk to him like that in other comics. In fact, he answers to him "I want your help but I'm scared that you'll leave me behind somehow, and I'll fail again". That's the meaning of his joke after Batman's speech. Also, Joker didn't killed millions of people. That is R'as al ghul. Joker killed a lot of people like a teue proud serial killer, but he's not a genocidal like R'as. Yes, he's broken. And yes, he's also the villain. Because being the hero means to be broken and to handle the situation for the better. That's what define a hero, while if you're broken and you react with anger and violence, then you became the villain Best villains are both broken and bad. It's because they usually don't see hope. Or they see it only through the main character and that's why they try to be close to him/her constantly.
