The original intent was that the US federal government would be funded *entirely* through tariffs. Federal taxes are a relatively new thing, and are arguably unconstitutional.

Washington was the first president to lead troops against Americans and suppress veteran rights (whiskey rebellion snd shay’s rebellion, respectively. He started executive privilege to avoid being prosecuted for ripping off veterans in the Ohio land deal debacle.

He has some protectionist policies And a high sense of national pride talking about a shared destiny of greatness But he isn’t expansionist in foreign policy And he promotes American values of classic liberal republicanism He is not totalitarian or authoritarian He seek to shrink government control and bureaucracy He leans more on diplomacy and peace and trade than bombs and bullets of war I would say he is a nationalist populist He doesn’t cross the rubicon He is conservative I’d say private but public liberal

He is a populist for sure and that is one characteristic of a fascist. He’s not dictatorial though. He’s not making laws to punish dishonesty and disloyalty.

The Constitution is built with a safeguard to protect us from the excesses of populism (representative democracy). Within a representative democracy and Constitutional Republic politicians acting in good faith follow the positions that are popular amongst their constituents. That’s how they “represent” us. The tendency to decry populism is a canard.
