So idk if it's a glitch or not and whether or not it's been patched but i got this as nazi germany with Hitler as the leader. I also don't have the dlc. I was going for the achievement to own all former colonies and while doing that I got in a war with the US so decided why not just capitulate them (even though i already got the achievement for owning all former colonies). Well upon capitulating them and making them puppet it popped.
