Source? I've not been able to confirm your statement. It's worded oddly anyway since reports of a government's military budget (according to NATO), do not include military aid from other countries. Only the spending the government itself plans to do. Reports of a government's military spending also do not include military aid because that is income, not an expenditure.

Hezbollah hasn't taken any hostages. They are in Lebanon. Hamas took the hostages. They are down south in Gaza. It's unlikely Hamas will ever release all of them.
