California needs to be treated the same as any other state would be treated by FEMA, no more, and no less. I do think leverage should be used to make them rebuild smarter and potentially not at all in certain areas. When I lived in Michigan years ago there were areas that flooded and people were not allowed to rebuild or repair homes in some areas.
