I had a job in security at a power plant. One of the things we had to do was get peppersprayed as part of our training to, "Understand just how powerful of a deterrent it is." And trust me monthafucka. Pepperspray works. It works very, very well. (Though I figure that the stuff we were handed was a bit on the more potent side.)

Subigirl Forester The stuff we had would mess up your throat and sinuses for several minutes. And for some people with more sensitive skin, they ended up with rashes wherever the spray contacted. On top of the grueling eye pain. IIRC it was officially rated to disable an enraged bear hopped up on its own adrenaline. Us trainees didn't stand a chance. (Took like a week before my eyes stopped watering when I was going to sleep)

Don't forget the spray he's talking about is way more powerful than the one they use in the video. Security has to be trained for the worst outcomes, but in the video it is probably a consumer grade peperspray. I don't see a reason for them to have a more powerful one in these situations.

In the UK, many buses have cameras that capture images, and number plates, of cars blocking stops and bus lanes, as well as being illegally in bus lanes. The company then uses these videos, with the police, to prosecute the drivers. Maybe you could campaign for similar legislation and procedure.
